It is my pleasure to welcome you to the Standing International Conference of Inspectorates (SICI). I’m delighted to have you here and encourage you to become part of our thriving SICI community. We are a dedicated network of educational inspectors and evaluators working collaboratively to elevate the quality of education by improving inspection and quality assurance processes.
SICI proudly represents 43 members across Europe and beyond. We cherish diverse perspectives, fostering enriching discussions and promoting shared understanding to drive our common goals forward. Our platform provides space for inspectors and educational evaluators to exchange ideas, refine practices, and shape policies that raise educational standards for students everywhere. Collaboration at SICI goes beyond borders, fostering partnerships that lead to continuous improvement in inspection, external evaluation, and education.
Our annual General Assembly unites representatives from all member organisations, creating a forum for both formal and informal discussions. This event plays a key role in shaping our strategic direction and ensuring that collective decisions are effectively implemented.
Throughout the year, we offer workshops, evaluation projects, and other collaborative activities designed to support the professional development of inspectors and external evaluators and enhance inspection and quality assurance practices.
Between assemblies, SICI members engage in a wide range of initiatives, building professional learning communities across borders, generating collaborative projects, and developing practical tools for educational inspection and quality assurance. We encourage all members to actively participate in these initiatives to foster shared knowledge and expertise.

Our vision and mission
The Standing International Conference of Inspectorates (SICI) is a leading global association education inspectorates and evaluators. Established in 1995, SICI now brings together 45 member inspectorates and evaluation bodies from around the world, all united by a shared mission: to improve the quality of education through enhanced inspection and quality assurance practices.
Our Mission
At SICI, our mission is to foster educational excellence by supporting inspectorates and evaluators in their vital roles. We are driven by three core objectives:
Support the Improvement of Inspectorates and the Professional Competence of Inspectors
We offer resources, training programmes, and best practices, ensuring that inspectors and external evaluators are equipped with latest knowledge and skills to carry out their responsibilities effectively.
Promote and Support Partnerships and Cooperation Between Inspectorates
We foster a collaborative community where inspectorates and evaluators share knowledge, resources, and support, advancing shared goals and improving outcomes across jurisdictions.
Participate Actively in the International Debate on Education Evaluation and Quality Improvement
SICI contributes to international discussions on education, offering expertise and thought leadership to help shape the future of educational evaluation and continuous quality improvement.
Our strategic plans
SICI’s strategic plan, developed in collaboration with our members and approved at the General Assembly, sets out our core objectives and the strategies to achieve them. This roadmap includes an annual agenda, detailing the support and initiatives that members can expect. Through this plan, SICI ensures that all activities and goals are aligned with our collective mission to improve educational inspection processes, foster professional development, and promote international cooperation among inspectorates and evaluators.
Our members
SICI is an association of national and regional inspectorates and national organisations dedicated to the external evaluation of education. The SICI community has grown considerably in recent years and now includes 43 members.
How we are governed
SICI operates under a structured yet collaborative governance model. The annual work and strategic direction are set during the General Assembly, which includes representatives from all members. These decisions are made in accordance with the SICI Statutes and Articles, established by the founding members and available for review. The Executive Committee (EC), comprised of elected representatives, oversees the implementation of General Assembly decisions. The President of SICI, elected from within the EC, presides over both the General Assembly and the EC.
Since its founding in 1995, SICI has been managed by a small, dedicated team of volunteers on the EC, providing vital services to members. Membership fees fund the General Assembly, EC meetings, member workshops, and additional services. A modest stipend is allocated to member organisations for secretariat and development officer support. The EC is elected for a two-year term, with five members meeting at least once a year. Officers and auditors are also elected for two-year terms, with provisions for reappointment to ensure continuity and effective governance.
